Position Overview
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPPLY MANAGEMENT SPECIALIST, Position Description Number D0883P01 and is part of the NE G4, National Guard.
Duties
As a SUPPLY MANAGEMENT SPECIALIST, GS-2003-11, duties include:--Formulates and implements the comprehensive logistics support plans, policies and logistics operations support, based on logistics data and requirements obtained from the Joint Force Headquarters (JFHQ) staff, units, USPFO, NGB and other organizations.
--Develops, coordinates and implements policies, procedures and requirements for unit deployment, inter-service support agreements as approved by the USPFO, emergency support for civil authorities, training exercises support and environmental compliance. Ensures coordination between units, JFHQ staff, USPFO, NGB and other agencies on command logistics support requirements. Initiates equipment redistribution guidance. Responsible for operation of the logistics operations center to support JFHQ Emergency Operations Center for Federal and State missions.
--Obtains data from the Unit Status Report and the Material Readiness Report to determine and improve logistics readiness. Consolidates all logistics readiness indicators to formulate an assessment of the command logistics readiness of the state. Develops the Equipment on Hand policy that directs the supply and services officer and (DOL) DCSLOG/G4 to initiate equipment redistribution actions within the command.
--Develops, staffs and implements logistics plans for material fielding, mission support and mobilization. Receives input from the Surface Maintenance Manager (SMM) regarding the Mission Support Plans to support the material fielding plan. Develops command requirements for new equipment training. Analyzes, directs and provides command logistics guidance to support CTA/TDA/MTOE changes and turn-in of command excess equipment to the USPFO.
--Serves as the Information Systems/Automation Security Officer, Physical Security Officer and Safety Officer for the directorate, providing technical oversight throughout the shops and activities of the program.
--Updates Internal Management Control (IMC) Plan projecting 5 years into future for all DCSLOG/G4 branches or activities. Prepares the annual DCSLOG/G4 management controls statement of assurance.
--Performs other duties as assigned.
Qualifications & Requirements
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the Nebraska Army National Guard. Selectee will be required to wear the military uniform daily. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. DEFINITION OF AREA(S) OF CONSIDERATION:
AREA 1: Current permanent and indefinite technicians of the Nebraska Army or Air National Guard; and current Title 5 employees of the Nebraska Military Department who are military members of the Nebraska National Guard.
AREA 2: All Drill Status/M-Day members and temporary technicians of the Nebraska Air or Army National Guard.
AREA 3: Current military service members who are willing and eligible to become members of the Nebraska Air or Army National Guard.
AREA 4: All qualified candidates eligible and willing to become a member of the Nebraska National Air or Army National Guard prior to the effective date of hire.
Military Grades: Maximum: E8/CW4/O3; Minimum: E6/WO1/O1; Military Grade inversion within the full time work forces is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.
Compatibility will be followed in accordance with 32 USC 709(b) and 10 USC 10216. Compatibility requirements must be met prior to appointment to the position.
Security Clearance/Background Check requirements:
In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work.
Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency.
Prior to appointment individuals must meet the security clearance requirements for the position or submit the required documents of the Nebraska National Guard, Personnel Security Manager for processing the appropriate investigation. GENERAL EXPERIENCE:
Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
GS-11: 1-year specialized experience equivalent to at least the next lower grade. Experience supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions.
Education
Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements for many positions covered by this standard. Others have individual occupational requirements that specify that applicants must, in general,(1) have specific course work that meets the requirements for a major in a particular field(s),
or
(2) have at least 24 semester hours of course work in the field(s) identified. Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.

- Males born after 31 December 1959 must be registered for Selective Service.
- Obtain/maintain the level of security clearance/background check required.
