Position Overview

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D1922000 and is part of the LOGISTICS, National Guard.

This vacancy does not meet the criteria for appointment of annuitants.

Duties

As a TRAFFIC MANAGEMENT SPECIALIST (GS-2130-09), you will support the Defense Movement Coordinator (DMC) with the planning and preparation of unit movement plans and management of military convoy operations. Work involves developing policies and administering the management of traffic programs, plans and directs traffic operations within the program and performs necessary technical work involved in obtaining economical and efficient transportation of equipment, supplies, and personnel in support of these operations.

Qualifications & Requirements

Military Grades: ENLISTED/WARRANT

SPECIALIZED EXPERIENCE:
Must have one year specialized experience equivalent to at least the next lower grade. Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine aidvice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing.

Education

If using education to qualify for this position:

Master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

COMBINATION OF EDUCATION AND EXPERIENCE: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a four year degree in a related field.

Graduate Education: Education at the graduate level (above Bachelor's Degree) in an accredited college or university.

You must provide Official Transcripts as documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Conditions of Employment

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a two year trial period.
  • Participation in direct deposit is mandatory.
  • Incumbent will complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Your last Federal performance appraisal plan must reflect a rating of Fully Successful or equivalent.
