Duties

  • This position requires military membership in the Puerto Rico Army National Guard (PRARNG).

AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

AREA 1 = All permanent Technician Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 2 = All indefinite Technician Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 3 = Enlisted currently serving members of the Puerto Rico Army National Guard.

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:

As an ACCOUNTING TECHNICIAN (D1984000), GS-0525-8, you will provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services. Incumbent uses complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records.

PHYSICAL DEMANDS:
Requires some physical effort, such a standing, walking, bending, or sitting. There are no special physical demands.

WORKING ENVIRONMENT:
Work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are required.

QUALIFICATIONS:

GENERAL EXPERIENCE:
Experiences gained through military technical training schools or civilian academic courses are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year at the next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as performing broad in-depth analysis on multiple management systems and applying this information with processing actions within accounting systems; analyzing and evaluating data; performing fact finding, researching, and investigating fiscal accounting activity; analyzing fiscal transaction problems/issues; reconciling discrepancies or inconsistencies; and applying pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution; tracing transactions identifying the source(s) of discrepancies, developing corrective actions involving a multiplicity of interrelated systems; compiling and verifying the accuracy of accounting data to prepare statements and reports, schedules, and comparative analyses of accounting transactions; reconstructing inaccurate accounts, gathering and organizing information for inquiries and resolving problems referred by managers, employees, congressional inquiries; suggesting specific changes to state guidelines themselves; coordinating with internal/external financial/program management personnel to resolve issues and/or prevent accounting errors; modifying normal automated processes in existing accounts while protecting historical data; ensuring adjustments relating to account balances, contract modifications, collections, disbursements, garnishments, or other actions involving complicated adjustments are performed accurately and timely.

NOTE:
Certification Level 1: THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.


Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester's hours or 20 classroom hours of instruction per week) for THREE (3) months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to SIX (6) months of specialized experience. Courses must be directly related to the work of the position.

NOTE:
Undergraduate or graduate education - awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

Copy of official/student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.

Conditions of Employment

  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

  • May be required to successfully complete a TWO (2) years trial period.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess a valid PR state driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • Federal employment suitability as determined by a background investigation. Must be able to obtain and maintain the appropriate SECRET security clearance for the position within a ONE (1) year of the appointment.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • Continue employment in this position is contingent upon successful completion of the physical examination and periodic medical evaluation thereafter.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.

  • Excepted Civil Service Technicians are required to maintain a MOS and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • Selectee will be required to wear the military uniform.
  • Financial Management Level I position IAW the NDAA 2012, PL112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program with in TWO (2) years of the appointment.
  • Must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Irregular and overtime hours may be required to support operational requirements or contingencies.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved in advance by TAG.
