TO QUALIFY AT THE GS-09 GRADE LEVEL: Specialized Experience: One year of specialized experience which includes assisting with personnel operations; developing and maintaining reports; and utilizing automated systems for staffing needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources and Business Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) TO QUALIFY AT THE GS-11 GRADE LEVEL: Specialized Experience: One year of specialized experience which includes advising management on compliance requirements for civilian personnel operations; analyzing workforce data to improve organizational effectiveness; and utilizing automated systems for staffing needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources and Business Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Position Overview

About the Position: Serve as a Human Resources Liaison within the Defense Health Agency (DHA) providing integrated advisory, analytical, and program coordination support for civilian personnel and workforce management operations affecting clinic-level activities. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Analyze data collected from automated systems to uncover workforce gaps and predict future staffing needs.
  • Ensure Requests for Personnel Action (RPA) and Job Opportunity Announcements (JOAs) reflect accurate staffing priorities and regulatory compliance.
  • Develop strategic workforce realignment plans by evaluating current and projected staffing patterns.
  • Interpret new policies, regulations, and directives to communicate actionable changes to affected personnel and departments.
  • Monitor Entry on Duty (EOD) dates and ensure new employees have the tools and resources to succeed.
