Position Overview

You will serve as a Supervisory Financial Manager in the Deputy Comptroller Department, of NAVAIRWARCENAC DIV, located in Patuxent River, MD.

Duties

  • You will serve as the Comptroller’s and Command’s expert authority on budget policy issues.
  • You will participate in the policy development process both locally and at higher echelons, as a member of working groups or an advisor to policy developers.
  • You will prepare Command-level guidance on new directives, either in the form of new policies or explanation and directions for local implementation.
  • You will generate official comments on draft policy documents, while ensuring that comments address issues of particular concern to the Command and NAVAIR.
  • You will interpret complex financial results to identify trends in support of assigned program.
  • You will function as a financial management technical advisor to internal and external contacts in support of agency mission, goals, and objectives.
  • You will supervise and perform official supervisory responsibilities for assigned subordinates.
  • You will accomplish other duties as assigned.

Qualifications & Requirements

Your resume must demonstrate at least one year one year of specialized experience equivalent to the next lower pay band (NM-04) or grade level (GS-13/14) in the federal service or equivalent experience in the private or public sector demonstrating expert knowledge of financial management and budget analysis concepts, principles, and techniques. Examples of specialized experience include: (1) Recommending and implementing changes in policies, procedures, and practices to improve the overall effectiveness of a financial management program; (2) Performing and advising on work in any of the phases or systems of budget administration; (3) Providing budget analysis and budget execution policy interpretation of a financial management program; (4) Interpreting complex financial results to identify trends and formulate policies, guidance, and recommend courses of action; (5) Coordinating and/or assigning work for technical or non-technical personnel based on financial program initiatives and agency needs; (6) Preparing in-depth written and oral presentations for stakeholders on project/program status, technical problems, scheduling, and costs; and (7) Performing supervisory and administrative responsibilities for assigned subordinates.

  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
