Position Overview
This position is located in the Board of Immigration Appeals (BIA), Executive Office for Immigration Review, U. S. Department of Justice. The Executive Officer advises Board leadership and directs administrative programs involving planning, budgeting, staffing, contracts, records, and organizational performance.This is a Schedule Policy/Career Excepted Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.
Duties
The duties and responsibilities for a Executive Officer, GS-0301-15 generally include, but are not limited to, the following:- Directing complex administrative programs supporting Board operations, mission priorities, and organizational performance.
- Developing long-range plans, policies, and procedures for allocating funds, personnel, and other resources.
- Evaluating program data to identify operational problems and implement improvements to efficiency and productivity.
- Advising senior leadership on sensitive management issues affecting staffing, resources, and program execution.
- Representing the Board with Department officials, congressional staff, partner agencies, contractors, and other stakeholders.
- Overseeing staffing, performance management, employee relations, training, and workforce planning activities.
- Managing contract oversight and records management activities in accordance with applicable policies and requirements.
Qualifications & Requirements
In order to qualify for the Executive Officer position, you must meet the following minimum qualifications:FOR THE GS-15 LEVEL:
Specialized Experience: Applicants must have at least one year (52 weeks, full-time) of specialized work experience equivalent to the GS-14 level in the Federal service (or comparable experience outside the Federal service), performing 4 or more of the following duties:
- Directing administrative programs that support organizational operations and mission requirements;
- Advising senior leaders on sensitive management issues and recommending improvements to organizational performance;
- Evaluating program data to identify operational problems and recommend corrective actions;
- Managing workforce planning and staffing activities for a large or complex organization; and
- Representing an organization with senior officials and external stakeholders on significant program matters.
