Position Overview
This is a National Guard Title 32 Excepted Service Position.
This is a Permanent WS-5803-10 SUPERVISOR HEAVY MOBILE EQUIPMENT MECHANIC (TITLE 32), Position Description Number D2430000 and is part of the MO 139th Airlift Wing.

Duties
- Performs work planning responsibilities for a vehicle management function.
- Plans on a quarterly or longer basis the overall use of personnel and other resources.
- Determines resource requirements, materials, number of employees and the types of skill necessary to accomplish long range work schedules.
- Allocates resources and distributes work to organizational segments or groups under their control.
- Analyzes work plans developed by subordinate supervisors and work leaders and monitors the status of that work in relation to the overall schedule requirements, including unanticipated or emergency requirements.
- Performs work direction responsibilities by assigning and explaining work requirements and operating instructions to subordinates and setting deadlines and establishing the sequence of work operations to be followed.
- Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations.
- Reviews and analyzes work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and avoid possible problems.
- Evaluates work operations and reviews completed work and inspection reports to assure that standards are met.
- Coordinates work operations with the supervisors of other organizations and functions.
- Participates with the subordinate supervisors, work leader, and employees in the development of performance plans.
- Resolves grievances and complaints, keeping higher levels of management informed as to their disposition.
- Assures that the subordinate supervisors, work leaders, and employees effectively carry out policies to achieve management objectives.
- Schedules leave of subordinate employees, reviews personnel actions and performance appraisals initiated by subordinates, and acts on personnel problems referred.
- Performs the non-supervisory work of the function as needed.
- Performs other duties as assigned.
Qualifications & Requirements
MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).
Maximum Military Grade - CMSgt (E-9)
Minimum Military Grade - MSgt (E-7) promotion eligible for SMSgt (E-8)
GENERAL EXPERIENCE: Must possess experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.
WS-10 SPECIALIZED EXPERIENCE: Must possess specialized experience which demonstrates your ability to plan, direct and organize work assignments, review work requirements, and establish priorities to meet deadlines for a heavy mobile equipment maintenance function; and experience in the overall management, maintenance, and repair of a vehicle fleet and account for and maintain vehicle assets so they are safe, efficient, environmentally sound and meet the organization's needs. The specialized experience must also indicate experience in dealing effectively with other people and gaining their cooperation in achieving common goals and experience which involved devising new work methods and procedures or improvements in existing work practices; supervising through subordinate supervisors, or the potential to perform such duties as evidenced by the ability to communicate, skill at applying human relations techniques, knowledge of general supervisory concepts, knowledge of shop processes; and adapt existing equipment and techniques to new situations.
Possession (or previous possession) of AFSC 2T377, 2T371, 2T390 or 2T300 is optimum.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

- Must be able to obtain and maintain the appropriate security clearance of the position.
