Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience is defined as supervising or leading teams responsible for data center and cloud infrastructure engineering and operations, including directing the design, development, and enforcement of enterprise technical standards for platform compute and storage solutions; overseeing the acquisition and lifecycle management of infrastructure hardware and software platforms to ensure alignment with organizational requirements and long-term capacity planning goals; collaborating with senior stakeholders and mission partners across the organization to align infrastructure engineering strategies with business objectives and enterprise architecture; and ensuring infrastructure solutions comply with applicable security frameworks, federal regulations, and organizational policies governing IT acquisition, operations, and risk management. -AND- SELECTIVE PLACEMENT FACTOR: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Extensive experience leading teams and overseeing enterprise infrastructure engineering, operations, standards, acquisitions including full life-cycle management of infrastructure platforms and staff supervision to ensure secure, reliable, and high-performing IT environments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Position Overview

This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Infrastructure Operations (IO), Infrastructure Engineering and Operations serving as the Director, Supervisory IT Specialist, responsible for program design, analysis, development, testing, and evaluation of information systems, including new requirements, enhancements, and maintenance throughout the systems life cycle.

Duties

• Major Duties: Develops strategic plans, preliminary studies, feasibility studies, and final functional requirements for projects assigned to the Division. Monitors progress of projects against published schedules and milestones. Supervises and manages the incorporation of system application changes into scheduled software releases. Oversees and directs design alternatives, systems design, and technical design phases following approved information engineering methodologies. Coordinates development and release activities with internal teams, the Program Management Office, VA Information Technology Centers (ITCs), Operations units, and other internal or external stakeholders. Prepares, distributes, and monitors work plans, task definitions, workload projections, assignments, and organizational priorities. Ensures appropriate standards, practices, tools, and techniques are applied during all phases of systems development and implementation. Oversees planning and delivery of nationwide customer support services including installation, configuration, troubleshooting, customer assistance, and training. Supervises and enforces the development and maintenance of systems, technical, operational documentation, and data repositories. Executes and manages the Division's budget, covering salaries, travel, training, supplies, contractor support, equipment, and services. Ensures adherence to Equal Employment Opportunity (EEO), physical security, safety requirements, and other VA regulations. Ensures compliance with all VA and OI&T policies, procedures, regulations, and directives.
