APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at USPFO Resource Management AOC 2: NG employees in the USPFO (This includes Internal Revenue, Contracting, Supply and Services Division, and DPI) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) Military Grades: OFFICER: O1-O6 WARRANT OFFICER: WO1-CW5 ENLISTED: E1-E9 Supervisor for this position is Ms. Sutcliffe *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: All series personnel's' performance levels are validated at the next higher level before being eligible for promotion consideration to the GS-0501 graded-position and must have a fundamental working experiences with validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Application must indicate at least three months of basic finance program training or competencies that provided knowledge of financial principles and procedures. Must have some understanding of the basic principles and concepts of the National Guard financial business program requirements. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. Duties
- As a FINANCIAL MANAGEMENT ANALYST, GS-0501-09, you will be responsible to have extensive knowledge of all pay operations that are handled by the Pay and Exam branch. Resolve the most difficult pay problems including extensive research, review, and application of prior pay and tax laws, regulations, and entitlements. Apply pay and tax laws, regulations, directives, and policies to all cases. Must have the ability to effectively communicate with different levels within the State's command and with external agencies, to include Financial Services and National Guard Bureau. Ensure work is processed in accordance with established guidelines, regulations, policies, and procedures. Responsible to assist in the training and development of the Financial Services Technicians assigned to the section. Perform other duties as assigned.
