For GL-07 Applicants must have at least one (1) year of specialized experience at the next lower grade GL-05, or equivalent in other pay systems. See examples of experience below. OR EDUCATION: 1 year of Graduate-level education or superior academic achievement as demonstrated by: Class standing (in upper 1/3 of graduating class); Grade point average (3.0/4.0 overall or 3.5/4.0 in major); Election to membership in a qualifying national honor society For GL-09 Applicants must have at least one (1) year of specialized experience at the next lower grade GL-07, or equivalent in other pay systems. OR EDUCATION: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B (Bachelor of Laws) or J.D (Juris Doctorate) if related. Some examples include social sciences and humanities (behavioral science, psychology, sociology, social work, pre-law, philosophy, political science, race/gender studies, journalism, childhood development, etc.). For GL-07 and GL-09, examples of specialized experience includes having knowledge of the fundamental principles, concepts, methodologies, laws, regulations, guidelines, precedents, requirements of various legal jurisdictions, and practices of criminal investigations. Knowledge of the rules of criminal procedures, laws, and precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related issues. Knowledge of sources of information and how to develop them and the latest technological advances used by criminals and investigators. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, consult effectively with others, and work as a member of a team. This announcement will only be used to fill GL-07 and GL-09 positions. Qualifications for GS-11 thru GS-13 will only be used for single certification. For GS-11 Applicants must have at least one (1) year of specialized experience at the next lower grade GL-09, or equivalent in other pay systems. See examples of experience below. OR EDUCATION: Successful completion of a Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Some examples include social sciences and humanities. For GS-12 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. For GS-11 and GS-12, examples of specialized experience includes having knowledge of a wide range of complex investigative policies, principles, concepts, and practices; criminal and case law precedents; pertinent statutes and regulations such as the Code of Federal Regulations (CFRs) and Uniform Code of Military Justice (UCMJ); administrative and legal procedures; requirements of various legal jurisdictions; and rules of evidence, criminal procedures and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension and related criminal investigative and law enforcement matters. Knowledge of a broad range of advanced investigative techniques, research methods, and analyses to conduct investigations where significant difficulties are encountered; select, adapt, and apply investigative techniques; overcome obstacles in gathering and interpreting evidence; and prescribe or recommend corrective action. Knowledge of various investigative aids, such as use of subpoenas, forensic dentistry, audio, and visual instruments, etc., to collect and confirm information from a variety of sources; conduct sophisticated surveillance; develop supportable cases for presentation and/or prosecution; etc. For GS-13 To qualify, applicants must have one (1) year of full time specialized and equivalent specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level (or equivalent in other pay systems) in the Federal service. GS-12 Specialized Experience: Planning and conducting highly complex criminal investigations, independently as a lead investigator or as a team member; Apprehending or detaining suspected violators of criminal laws of the U.S.; Conducting interviews with suspects, witnesses, and informants in case development; Recruiting and utilizing witnesses; Planning, organizing, and conducting surveillance; Preparing interim and comprehensive final investigative reports for prosecutors and management officials; Participating in joint task forces; Briefing management and DoD officials on the progress of current investigations; Testifying before Grand Juries, proceedings in criminal trials, and/or administrative hearings; Coordinating criminal investigative activity with other Federal, state, and local agencies and foreign governments and resolving jurisdictional issues GS-12 Equivalent Specialized Experience: Criminal investigative experience obtained through interviews/interrogations to support all criminal investigations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. OTHER SIGNIFICANT FACTS Emergency Essential (EE) Positions: This position may be EE. The incumbent of this position must meet all requirements of EE positions. In the event of a crisis situation, the incumbent or designated alternate must continue to perform the EE duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. The incumbent, as a condition of employment, may be reassigned to any geographic location and/or required to deploy to support the success of combat operations or the availability of combat essential systems. Failure to deploy may subject the incumbent to administrative action. Incumbent will be required to sign and acknowledge their understanding of these requirements. If you are selected for an EE position and are also an active reservist, you will be required to transfer to an inactive or standby status or resign/retire from the reserves prior to your appointment. Law Enforcement Availability Pay (LEAP): LEAP compensates Criminal Investigators for substantial amounts of unscheduled overtime or their availability to work substantial amounts of overtime. Applicants are eligible to receive LEAP upon appointment. To ensure your availability, you will receive extra compensation in the form of LEAP, which is calculated at a flat rate of 25 percent of basic pay (including applicable locality pay). Lautenberg Amendment: This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968, the following standard statement should be added under Other Significant Facts of the SCPD: Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. Key Position: This position may be designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. Mission Essential: This position may be Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Position Overview
The U.S. Air Force Office of Special Investigations (AFOSI) is seeking talented individuals to serve as Special Agents, protecting the U.S. Air Force and Space Force as its dedicated federal law enforcement and counterintelligence agency. With a global presence, AFOSI investigates felony-level crimes, combats fraud, conducts counterintelligence operations, and provides personal protection, partnering with various agencies to safeguard our nation's people and assets.
Duties
- This position begins with a starting salary of $57,188 (GL-07, Step 1) or $63,780 (GL-09, Step 1). The salary listed reflects the "Rest of U.S." scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. This announcement will be utilized to fill Criminal Investigator, GL-07 and GL-09, positions. Performs developmental criminal investigative assignments. Prepares criminal investigative reports upon completion of each assignment. Provides evidence and data in the preparation for adjudication of criminal cases. Assists/coordinates criminal investigative activity with other federal, state, and local law enforcement agencies (such as Federal Bureau of Investigation (FBI), US Army Criminal Investigation Command (USACIDC), Naval Criminal Investigative Service (NCIS), Defense Criminal Investigative Service (DCIS),US Attorney or foreign governments on matters related to criminal investigations. Periodically assists/briefs DoD management, investigative personnel, attorneys and other interested parties on criminal investigative matters. Assists senior level agents in conducting criminal investigations of alleged or suspected violations of the federal criminal laws and punitive regulations (Title 10and 18) and/or Uniform Code of Military Justice (UCMJ). Provides threat and awareness briefings to Air Force and Space Force members.
