Position Overview
As a Lease Contracting Officer, you will perform a wide range of acquisition and federal space management work for complex realty transactions.
The Office of Leasing supports federal agencies in accomplishing their missions by delivering leased space timely, at the best value, and with high-quality workplace solutions, with the goal of becoming a best-in-class federal real property leasing organization.
We are currently filling 28 vacancies, but additional vacancies may be filled as needed.
Duties
- Serves as the primary contact and technical representative for complex realty projects, often coordinating input from other personnel within and outside of GSA. to complete procurement or federal space request, monitor build-out, and inspect and accept space.
- Acquires and/or manages space and conducts/manages necessary interactions with real estate industry professionals to develop, oversee, and/or execute complex realty projects, incorporating creative approaches to execute solutions for varied customer business and diverse workspace needs.
- Provides advice and technical guidance in the areas of space acquisition and management to other federal agencies.
- Acquires leasehold interests in space for assigned federal agencies requiring complex space requirements by identifying agency space requirements; developing acquisition plans and strategies; performing comprehensive market surveys and building inspections; soliciting offers; analyzing technical reports on offered buildings; developing, defining, and negotiating lease terms and conditions; performing cost and price analyses of offers; incorporating complex modifications of terms and conditions into lease; and preparing approval documents necessary to award the lease.
- Authorizes and maintains current acquisition plans and strategies, appropriate milestone charts and schedules. Prepares, reviews, and approves required legal documentation in accordance with the Federal Acquisition Regulations (FAR), Federal Management Regulations (FMR), General Services Administration Acquisition Regulation (GSAR) and General Services Acquisition Manual (GSAM), and any other laws, policies, and procedures, identified in the Leasing Desk Guide. Maintains lease acquisition files in proper order.
Qualifications & Requirements

The GS-12 salary range starts at $90,968 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
SPECIALIZED EXPERIENCE:
Specialized experience is managing real estate transactions for commercial office space by researching, interpreting and applying real estate laws, regulations, and practices. This experience must include performing the following:

Lease acquisition including negotiating, preparing and executing real estate contracts;

Conducting market surveys and real estate site inspections;
-
Performing real estate project management using project management tools to manage projects from inception to closeout;
-
Conducting cost analyses for real estate transactions to provide recommendations and;
-
Managing lease transactions and documents to ensure procurement and financial accuracy.
Requirements
If selected, you must meet the following conditions:
- Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
- Serve a one year probationary period, if required.
- Undergo and pass a background investigation (Tier 2 investigation level).
- Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
- A valid driver's license is desired.
- The incumbent is required to obtain and maintain a warrant at the level required by the assigned Office. Accordingly, the incumbent will be required to complete the training, on the job training, and education necessary to obtain Leasing Certification Program certification at a level consistent with the assigned warrant level.
Evaluations
Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), and responses you provide on the application questionnaire. In addition to the application and application questionnaire, this position requires an online assessment. The online assessment measures critical general competencies required to perform the job. You will not be considered for the position if you fail to complete the assessment. You will be assessed on the following competencies:

The results from this assessment are used in ranking applicants. Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

Best Qualified = Candidates scoring between 95 - 100

Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
-
Qualified = Candidates scoring between 70 - 84
Within each category, veterans will receive selection priority over non-veterans.
Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle. If additional assessments are used, you will be provided with further instructions.
If you are eligible under Interagency Career Transition Assistance Plan or GSA’s Career Transition Assistance Plan (ICTAP/CTAP), you must receive a score of 85 or higher to receive priority.
