Specialized Experience: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that demonstrates the statements below: - Conducted audit liaison functions with GAO and OIG (or similar groups) and prepared advisories for senior managers; - Prepared audit responses that complied with current policies and met GAO and OIG (or similar groups) requirements; - Designed and executed analytical studies and cost-benefit analyses to develop business cases for Company/Agency projects. - Coordinated and integrated project activities and managed project resources, including contracts for specialized services; - Led multidisciplinary teams to design, conduct, and implement Company/Agency program evaluation surveys. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Position Overview
This position is in Office of the Chief Financial Officer (OCFO). The incumbent serves as a senior Program Analyst and Project Manager responsible for analyzing and making recommendations with respect to initiatives and issues related to evaluating program areas, developing, and administering surveys and analyzing data.
Duties
- Write, review, and critique analytical reports, working papers, and briefing documents; give presentations or briefings on all aspects of projects.
- Conduct audit liaison functions with GAO, OIG, and outside entities; plan, coordinate, and attend conferences; analyze prior audit issues and prepare advice for senior managers.
- Ensure written responses are consistent with FSIS policies and comply with GAO and OIG requirements; prepare communications to auditors and obtain clearances; prepare draft and final responses to audits.
- Define project scope, requirements, and deliverables; develop, modify, or provide input to project plans.
- Design and conduct studies, cost-benefit analyses, and other research; develop business cases and plans for proposed projects.
- Evaluate or monitor compliance with laws, regulations, policies, standards, or procedures.
- Review and assess study reports for soundness and adequacy; review manuscripts, reports, and correspondence for validity and completeness; recommend approval or revision.
- Perform individual program analysis and evaluation studies; coordinate data collection, draft reports, and collaborate on findings and recommendations.
- Make improvements, solve problems, or take corrective action when issues arise; document and release reports, new organizational concepts, or other deliverables.
