Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information.The primary purpose of this position is to serve as the installation subject matter expert for DoD Official Postal Center (OPC) and Personnel Service Center (PSC) at CONUS locations.
Duties
- Manages, administers, and implements requirements per DoD 4525.8M, Department of Defense Official Mail Manual, and DOD 4525.6-M, Department of Defense Postal Manual.
- Serves as the primary Contracting Officer's Representative (COR) responsible for the comprehensive administration, technical oversight, and quality assurance of the Official Mail Contract.
- Represents the Force Support Squadron with a variety of installation and functional area organizations.
- Serves as Classified Control Officer and is the central accountability and control point for Classified Material received or dispatched by all service organizations.
- As Passport Agent, will review the application for proper completion, presentation of documentary evidence of birth in the United States or naturalization, and record the evidence submitted for proof of identity.
Qualifications & Requirements
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) or will have one year within 120 days of closing of this announcement, specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in overseeing the receipt, sort, dispatch, and delivery of unclassified and classified/accountable mail to approved Activity Distribution Offices; conducting thorough reviews of the Statement of Work (SOW) to ensure operational requirements, performance metrics, and service-level agreements are accurately defined and aligned with mission objectives; meeting with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise; and ensuring that materials comply with security standards for marking containers, documentation and any required witnessing of classified materials transfers. Must have knowledge of legal and regulatory provisions governing U.S. citizenship, nationality, and/or visas, and the principles, systems, and operations related to the issuance of passports.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge and understanding of policies, procedures, and processes that govern State Department Passport Program, USPS, DoD, and Air Force Postal Programs.
- Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
- Knowledge of and ability to apply laws, executive orders, regulations, policies, and concepts pertaining to postal requirements.
- Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
- Ability to develop and conduct effective training on safety, security, and postal operations procedures.
- Ability to communicate effectively, both orally and in writing.
- Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions.
