Position Overview

You will be expected to physically reside within commuting distance of Fort Belvoir, VA if selected.
Duties
- Plans, manages and schedules all actions necessary to establish, develop and implement the total personnel program for Army NAF employees.
- As proponent of the Army NAF personnel policy regulation, represents the program to senior Army staff, field administrators, and representatives of other military departments.
- Interprets and applies statute, government wide regulations and DoW policy in the development and promulgation of the Army NAF personnel regulation.
- Provides technical advice and assistance on personnel issues.
- Conducts special studies in the personnel arena.
- Makes HQDA decisions on NAF position classification appeals.
- Serves as technical advisor to the DASA (CPP).
- Represents the Army in operational and policy aspects of the Army NAF personnel Program.
- Serves as the Army member of the DoW committee for NAF personnel matters.
- Effects liaison and coordination of policy with other military services and the Army and Air Force Exchange Service.
- Supervises subordinate staff.
- Travel required.
Qualifications & Requirements

- Progressively responsible work experience which demonstrates an in-depth knowledge of the principles, practices and techniques of NAF human resources.
- Managerial experience which includes leading a team or department in developing long-term strategic HR plans, overseeing full-life cycle personnel administration, and advising senior leadership.
- Strong written and oral communication
In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":
- Experience coordinating policies with other Department of War agencies and entities like the Army and Air Force Exchange Service (AAFES) to ensure standardization and compliance.
- Experience directing, planning, and executing a comprehensive, agency-wide Human Resources program (preferably for NAF employees) and/or Experience within the past 2 years serving as the Chief of a Human Resources Office with responsibility for NAF employees or as a Chief or Human Resources Specialist at a region, HQ, or comparable level within the Department of War or its components.
