Position Overview
This position is part of the Defense Human Resources Activity. The incumbent serves as a Senior Program Analyst under the general administrative direction of a Branch Chief (military O4/O5 or GS-13/14). The primary purpose of this role is to independently evaluate, formulate, and defend strategic operations for Employer Support of the Guard and Reserve (ESGR) volunteer committee programs.Duties
As a Program Analyst at the GS-0343-9/11/12 some of your typical work assignments may include:- Independently evaluates, formulates, and defends strategic operations for Employer Support of the Guard and Reserve (ESGR) volunteer committee programs, providing regional oversight to 25-30 states and territories to establish critical program aspects impacting the nationwide framework.
- Serves as a nationwide Subject Matter Expert (SME) for high-visibility initiatives (e.g., Bosslift, Volunteer of the Year), authoring nationwide Standard Operating Procedures (SOPs) and developing customized local volunteer plans to drive the readiness and retention of National Guard and Reserve members.
- Formulates, reallocates, and defends Annual Spend Plans (ASP) before HQ ESGR leadership, executing complex spend analyses, resolving regional funding priorities, and enforcing strict regulatory compliance (including the mandatory 60% outreach budget threshold).
- Performs qualitative and quantitative analyses on committee effectiveness and fiscal execution, developing novel methodologies to resolve poorly defined regional issues by mapping Member Management System (MMS) and EventPLUS metrics against the ESGR Five-Year Strategic Plan.
- Serves as the Contracting Officer's Representative (COR) managing geographically dispersed support contract personnel, operates as a Government Purchase Card (GPC) holder, processes invitational travel, and directs the nationwide ESGR awards cycle.
- If selected at the GS/09 or GS/11 level, the responsibilities will be performed in a developmental capacity.
Qualifications & Requirements
You may qualify at the GS-09, if you fulfill the following qualifications:One year of specialized experience equivalent to the GS-7 grade level in the Federal service:
- Assisting in the evaluation of program effectiveness
- Supporting logistics for personnel
- Performing administrative duties related to travel, training, or purchasing
One year of specialized experience equivalent to the GS-9 grade level in the Federal service:
- Independently evaluating program operations to recommend improvements
- Managing budgets or spend plans, analyzing data to identify performance gaps, obligating, expending, or controlling funds and items with a monetary value of less than $2 million, and procuring goods/services of a similar value.
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
- Evaluating and analyzing program operations to recommend strategic improvements; formulating, executing, or reallocating budgets and spend plans; analyzing metrics from relational databases to identify performance gaps; and providing logistical or administrative oversight (such as serving as a Contract Officer Representative or processing travel/purchasing requests).
