Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information.The primary purpose of this position is to perform non-professional technical work in coordinating and monitoring work performed on the SCADA system controlling electrical, water, sanitary, and industrial distribution system. Install, maintain, test troubleshoot, repair, and calibrate various types of moderately complex electronically controlled equipment.
Duties
- Coordinates, directs, and performs various assignments associated with the SCADA. Assignments include installation, implementation, testing, feedback, operation and maintenance of system software and hardware.
- Maintains programs that provide operator interface to the SCADA system.
- Prepares engineering studies, analyses and calculations which specify required SCADA/UCS metering and monitoring for facilities and systems served by the utilities distribution networks.
- Manages an existing state-of-the-art distributed processing system, which monitors, meters and controls the energy, gas, water, sewage distribution systems and facilities attached to it.
- Performs surveys of Utilities Facilities; includes the study and analysis of electrical and mechanical utility systems.
- Complies with health, safety, and environ mental rules and procedures and performs work in a manner that enhances the safety of the work environment.
Qualifications & Requirements
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions for Engineering Technical Series 0802.This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the methods and techniques of engineering or architecture, and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-02, equivalent to the next lower grade GS-08 or equivalent in other pay systems. Specialized experience includes technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
- Planner and estimator who analyzed designs for production purposes.
- Instrument maker or model maker who performed design or development work on devices fabricated.
EDUCATION AND TRAINING REQUIREMENTS: Applicant must have successfully completed Two full years of graduate education or a master's degree with major study in an appropriate field of engineering, construction, or industrial technology. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post one full year of graduate education with a major study in an appropriate field of engineering, construction, or industrial technology and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
CERTIFICATION: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- A general knowledge of the mission, objectives, terminology, and processes in the operation of various civil engineer systems.
- Operating knowledge of Microsoft Windows, Microsoft Office, and Applix.
- Knowledge of overall concepts of SCADA systems operations and maintenance including installation, operations, and maintenance of micro-processor-base RTU.
- Knowledge of microprocessor-based distributed-processing SCADA and UCS systems and their components. Knowledge of computer assisted engineering design and drafting systems.
- Familiarity with binary codes used in the construction of the map board definition file.
- Knowledge of the installation, maintenance, testing, troubleshooting, repair, and calibration of electronically controlled industrial systems, components, and accessories. Knowledge of electronic theory and circuits and basic logic circuits for power.
- Knowledge of the operation, capabilities, and limitations of electronic systems complicated by a variety of multi-component assemblies and devices.
- Knowledge of health,, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
- General background in utilities system management. knowledge of basic electrical and mechanical principles, systems, circuits, equipment, and controls.
- Knowledge of design theory, engineering practices and techniques, and installation practices of electrical and mechanical utilities metering.
- Ability to select and use sophisticated engineering test equipment and instrumentation to conduct field analyses of utility system problems and evaluates the effectiveness of corrective actions
- Ability to plan, conduct, and record site/facility surveys and inspection.
- Ability to communicate ideas effectively through diagrams, fonnal graphic methods, and the written and spoken word.
