A qualified candidate must possess the following: 1. One (1) year of managerial experience which includes executive knowledge and ability to perform Family, Morale, Welfare and Recreation (FMWR) functions for a garrison (e.g. integrate plans into appropriated and Nonappropriated fund annual operating budgets, review program changes, evaluate goal achievement and program execution, etc.) In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": 1. Senior level leadership experience overseeing multiple programs, facilities, or multi site operations, including supervision of program managers or large NAF/APF teams 2. Demonstrated experience across multiple DFMWR program areas (such as CYS, ACS, Business Operations, Operations, Events, Fitness, Recreation, or Outdoor Recreation), including knowledge of applicable regulations, compliance requirements, and inspection processes (e.g., AR 215 1, AR 608 1, CIP, audits) 3. Experience managing NAF/APF financial operations, including budgeting, forecasting, procurement/contracting processes, and improving operational or cost recovery performance 4. Experience leading strategic planning, coordinating with installation partners, and communicating effectively with senior leaders to develop, expand, or execute major DFMWR programs, services, or events in an overseas or host nation environment. Position Overview
This position is located at USAG Bavaria - MWR, Tower Barracks (Grafenwoehr), Germany. Incentives and Bonuses Incentives will not be paid.
Duties
- Serves as a full Deputy to the D(FMWR) for a large/mega large garrison by performing a variety of duties in the short and long range planning, coordination, and daily oversight of all matters pertaining to the Directorate.
- Integrates plans into appropriated and nonappropriated fund annual operating budgets.
- Reviews program changes and discusses changes in goals and objectives with activity managers and supervisors, ensuring objectives and goals are attainable and economically feasible.
- Evaluates goal achievement and program execution.
