Position Overview

As an IT Product Manager, you will lead collaborative teams on high-visibility, complex, and time-sensitive IT software solution projects.

Location of position: GSA, Federal Acquisition Service (FAS), Office of Fleet Management, Fleet Supplier Service Center.

The Office of Fleet Management oversees government vehicles and transportation services, including leasing, purchasing, short-term rentals, and telematics.

As an IT Product Manager, you will be responsible for performing the following duties:

  •           Serves as a product manager for Fleet's software products, developing and executing product vision and strategies that align with organizational goals and customer needs; develops and manages products with users and center user needs in each phase of the product design and development processes.
  •          Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; leads cross-functional teams including developers, designers, and business analysts; determines if the product meets need and accepts the developed product on behalf of Fleet.
  • Facilitates requirements gathering sessions and product demonstrations with stakeholders; develops and delivers presentations to senior leadership on product status, risks, and strategic recommendations.
  • Evaluates, analyzes, and assesses emerging industry tools, technologies, and best practices for IT products, solutions, and services to identify and champion opportunities for optimizing, innovating, and strategically advancing agency processes and capabilities.
  •          Collaborates with development teams using agile methodology to implement modern development practices; coordinates with other product managers to ensure alignment across Fleet's technology portfolio.

The GS-14 salary range starts at $125,776 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the 9 competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

 IT SPECIALIST COMPETENCY REQUIREMENTS:

SPECIALIZED EXPERIENCE REQUIREMENTS:

Specialized experience is experience utilizing project management skills to develop, maintain, implement and assist in managing Information Technology systems supporting Fleet offerings. This experience must also include:

●      Translating technical concepts and/or scenarios into understandable terms to provide stakeholders with project status;

●      Collaborating with stakeholders across multiple functional areas to improve business processes for an Information Technology system;

●      Leading/managing teams applying productivity practices within agile program management in an information technology (IT) environment using tools such as Jira, Smartsheets, and Confluence to solve complex product issues and to make informed decisions; and

●      Coordinating with a development team to communicate the implementation of product development with business stakeholders.

Education

There is no substitution of education for experience for this position.

Requirements

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Evaluations

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of Information Technology (IT) project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments sufficient to develop and interpret Standard Operating Procedure (SOP), procedures, and strategies governing the planning and delivery of IT product management and related services throughout partner/customer agencies.
  2. Skill in applying IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as developing and interpreting SOPs, procedures, and strategies governing the planning and delivery of services throughout the agency.
  3. Knowledge of and related skill in written and verbal communications sufficient to formulate and present findings, briefings, project papers, status reports, and correspondence to facilitate understanding and acceptance of product management and comparable findings and recommendations.
  4. Skill in evaluating program effectiveness, identifying improvement opportunities, and driving the adoption of new tools and methodologies across the federal enterprise.
  5. Ability to maintain business relationships with partner agencies and other stakeholders throughout the product development lifecycle; collaborate across boundaries to build strategic relationships, achieve common goals, and resolve sensitive IT issues.
