In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience providing expert technical advice, and training in Signals Intelligence (SIGINT) to optimize tactical intelligence operations; Researching and formulating operational policies, methodologies, and guidance to design, develop, and program organizational readiness activities; and Directing daily operations and managing a multi-disciplinary military and civilian intelligence staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Progressively responsible experience is that which has included intelligence related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Position Overview

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 704TH MI Brigade, 742ND MI BTN, Foundry Detachment Fort Bliss TX.

Duties

• Serves as the Chief, Foundry Operations Center supervising a multi-discipline intelligence readiness platform and as the primary SIGINT staff officer representing INSCOM and the Army Cryptologic Operations coordinating issues that impact Army.
• Represent Army/INSCOM at high-level forums, working groups and committees which review, coordinate and approve Tactical Over watch mission requirements, concepts and activities for worldwide implementation by Tactical Forces.
• Responsible for establishing work plans, scheduling and assigning tasks based upon command objectives, priorities and policies as established by higher authority.
• Prepare, present and coordinate high priority Army intelligence requirements with national level agencies, Cryptologic and operation centers, and other services.
