Position Overview

This position is designated as SES, Career-Reserved. USDA structures its SES positions into position levels. This is a position level I with a salary range of $192,332 to $204,121 per year. Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards. Duties

  • Provides executive leadership in the design, implementation, and management of financial management systems and the financial portions of mixed systems in compliance with Departmental and Office of Management and Budget (OMB) policy guidance.
  • Responsible for the management of the full cycle of accounting and financial management work and associated technical, legal, and legislative requirements supporting RD’s loan, grant, technical assistance and administrative activities.
  • Provides executive leadership and guidance of the subordinate organizational functional activities related to pre-default, default, Direct and Guaranteed loan/grant servicing activities.
  • Participates with the Director and aids in the development, implementation, and oversight of Servicing Office strategic and annual business plans to ensure organizational operational funding needs and goals are addressed .
  • Ensures the effective management of accounting, fiscal, and financial operations of the organization.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must address the ECQs. Your resume must address each ECQ and should describe your experiences and accomplishments/results. Your resume should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions.

NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs.

Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. 5. Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. (Competencies: Operation Mindset, Innovation, Strategic Thinking)

TECHNICAL QUALIFICATION (TQ):

In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s).
  1. Describe your demonstrated technical expertise in managing a large, complex portfolio of performing and non-performing direct single family housing loans, including the application of multi-jurisdictional foreclosure laws and oversight of large-scale procurement activities for legal services supporting foreclosure, bankruptcy, liquidation, and related servicing activities.

  • Initial appointments are required to serve a 1-year probationary period.
  • Background Investigation required.

Evaluations

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by a review board using only the information submitted within the application package. Applicants who do not demonstrate in their resume sufficient possession of the ECQs & TQs will be determined to be ineligible for further consideration. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, you must be certified by a QRB after selection and before appointment can occur.
