In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector. Specialized experience for this position is defined as meeting 2 out of 3 of the following: 1) Performing analysis on accounting transactions to adhere to accounting policies (i.e., Medicaid, CHIP, state or local national healthcare programs). 2) Developing audit approaches to evaluate financial data and accounting systems (i.e., Medicaid, CHIP, national, state or local healthcare programs). 3) Interpreting or implementing regulations, manuals, program guidelines, program memorandum, policy letters, and/or reports to communicate financial management policies to Stakeholders for Medicaid, CHIP, state or local national healthcare programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Position Overview

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services, Financial Management Group (FMG). As a Accountant, GS-0510-13, you will serve as a senior accountant, providing authoritative and comprehensive technical expertise for accounting work that requires the application of complex accounting principles, theories, concepts, and practices on a range of financial reporting.

Duties

• Serve as an expert providing professional accounting services to the assigned area and to other financial managers regarding the accounting function and the application of accounting principles, policies, and procedures.
• Determine corrective action necessary to resolve complex operational problem conditions. Reviews, analyzes, and evaluates incoming source documents, identifies discrepancies and their sources, and prescribes corrective action.
• Review a variety of complex incoming, outgoing, and summary financial reports to ensure the accuracy, reliability, and integrity of financial operations and financial reports.
• Serve as the point of contact for the Group or Division translating accounting/audit language for universal understanding. with management and operating officials.
• Monitor complex accounting operations compliance with established internal controls to identify problem areas, determine actions required to improve operating program effectiveness, ensure and maintain financial integrity.
