Position Overview
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove.
Duties
- Serves as a Plumber installing, maintaining, altering, and repairing plumbing facilities.
- Troubleshoot and repair advanced water heaters, standalone condensing boilers used for domestic water heating, and components.
- Performs the full range of journeyman level plumbing tasks including estimating material requirements.
- Troubleshoots, repairs, installs, and maintains gas and steam fired kitchen equipment.
- Connects natural gas piping, installs vent pipe, and lights gas burners.
- Operates underground pipe locating instruments and leak detectors.
- Make repairs to steel and PVC service lines.
- Works with threaded, solvent weld, and acetylene weld pipes and fittings.
- Performs maintenance on four (4) Tactical Vehicle Wash Facilities (TVWF).
- Cleans lines (up to 18 inches in diameter) and troubleshoots clogged equipment and similar operational problems.
- Installs, removes, and performs repair on water circulating pumps, gas ejectors, pipe, and other tubing in systems.
- Performs maintenance to several large industrial/commercial type swimming pools.
- Services/repairs circulating pumps, filters of various kinds, chemical feed systems, and pipe and pipe fittings up to 12 inches in diameter.
- Tests water for chlorine residual, PH, alkalinity, and calcium carbonate. Adjusts system to ensure proper water quality.

Minimum Qualifications (Screen Out Element) for WG-09: Ability to do the work of a(n) Plumber ~ without more than normal supervision. I have the ability to perform common Plumber duties. I can repair and/or replace a variety of exterior plumbing systems, and follow simple diagrams or work instructions. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.

I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official.
- Physical Effort: Work involves considerable standing, stooping and bending. The employee is required to work on ladders and scaffolds which frequently involve working in uncomfortable or awkward positions. Frequently lifts and carries materials and equipment weighing up to 40 pounds.
- Working Conditions: Work is performed both inside and outside. The employee is exposed to mud and water and is subject to infection from unsanitary work sites. Injury may occur from use of power and hand tools and occasional use of caustic soda and hot lead.
Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires incumbent to work an on-call work schedule to respond to after-hours emergencies. This may include evenings, nights, weekends, and holidays.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
